This paper deals with early releases relating to parole in terms of the 1994 amendment. The new release system is critically evaluated, and recommendations are made which should be taken into account in the refinement and implementation of the system.
This submission examines some of the causes of the unrest in prisons over the period of 26 April to 13 June 1994, and to make recommendations for the improvement of basic conditions and the amelioration of tensions arising from political developments and prisoner expectations.

The functions and duties of previous committees and boards are evaluated with the idea of highlighting what role they played and how the community should be involved. The issue of prisons and prisoners have been out of reach of the community in the past due to the policies of the former government. Civil society did not have any say in the running of the government institutions.

This paper describes drive-by shootings as a form of terrorism and examines how drive-by shootings, attacks on train commuters, customers at shebeens or participants in a night vigil appear to be terrorist tactics that have developed in the context of "self-help war." It emphasises that they are highly effective, military types of attacks that require perpetrators to have reasonable information at their disposal, as well as competence in planning and the use of firearms.
